I suxk at pinpointing deficiencies, but I want to say that I think you have a soil problem. Its either pH or something else. Maybe a lock out???

What soil mix are you growing in. To me it looks like a soil with little or no Perlite or any medium to help drainage.

Recently I have been thinking to move over to soilless mixes. I have had so many headaches with soil. This has been my 2nd Outdoor season and I have had d countless fuck ups which included slow growth and pH. If it was me , I would repot intona airier mix and veg a bit longer along side some training.

Yes ,she need more perlite..but i think im late now.i dont know if i put some in the top of soil thad gonna help..

Placing perlite on top won't help. Its never to late to change soil. If the soil is to compact or not enought oxygen gets to the roots, the plant will grow at a slow rate. If you repot you will see so much more growth. And the bigger the rootball, the bigger the buds.
